It was a moment of joy and celebration on Wednesday as family, friends, and colleagues gathered at the Federal Road Safety Corps (FRSC) National Headquarters, Abuja, to witness the decoration of Evarestus Festus Emmanuel who currently serves in the Public Education Unit of the Corps with his new rank of Commander, following his well-deserved promotion from the rank of Route Commander.
Commander Emmanuel, a native of Orlu Local Government Area, Imo State, was born on May 27, 1984, in Jos, Plateau State, to the family of Dr. and Mrs. Emmanuel Nnanna Obioha.
He is an alumnus of Ahmadu Bello University, Zaria, where he earned a Bachelor of Science degree in Political Science (2008). He also holds a Post Graduate Diploma in Journalism and an Advanced Certificate in Journalism, Advertising, and Public Relations from the International Institute of Journalism. A member of several professional bodies, Emmanuel joined the FRSC in 2014 and has since served diligently in different formations of the Corps.
Over the years, he has enhanced his expertise through numerous professional trainings within and outside Nigeria. These include Arms Training at the 34 Artillery Brigade, Obinze; the Understanding Disinformation Course at the Global Communications Academy, London; a Road Safety and Traffic Enforcement Programme at Rashtriya Raksha University, India; and the Executive Masterclass in Public Speaking by Eugenia Abu Media, Nigeria. He also participated in workshops on United Nations Road Safety Conventions and International Standards for Publishing and Legal Deposit Compliance.
Commander Emmanuel’s service record is marked by distinction. He once led a joint NPF–NSCDC–Army task force to regulate the excesses of articulated vehicle drivers in Imo State, played a crucial role in the establishment of National Traffic Radio 107.1 FM, and directed the task force that maintained traffic order during the maiden Imo Carnival. He also supervised operations to clear deadly obstructions at Emekuku and Njaba bridges in 2017.
Driven by innovation, he pioneered the first-ever inter-secondary school road safety debate competition in both Imo State and the Federal Capital Territory, in partnership with the Iwuanyanwu Foundation.
For his professionalism and dedication, Emmanuel has received numerous commendations, including the Best FRSC Intermediate Rank Officer of the Year 2022. He currently serves as Route Commander Media in the Corps Public Education Office, National Headquarters, Abuja.
Away from official duty, Commander Emmanuel is a devoted family man. He is married to Superintendent Route Commander Blessing Ngozi Festus Emmanuel, and their union is blessed with two sons and a daughter.
His decoration on Wednesday was described by colleagues as a fitting recognition for a man whose career has been defined by discipline, service, and innovation..
