OPHK Deepens Humanitarian, Security Partnerships With UN DSS, ICRC

The Headquarters Joint Task Force (North East), Operation HADIN KAI (OPHK), has strengthened its humanitarian and security partnerships with the United Nations Department of Safety and Security (UN DSS) and the International Committee of the Red Cross (ICRC), assuring sustained security, peace and economic stability across the North East region.

The partnerships were reinforced on Tuesday in Borno State when OPHK hosted high-level delegations from both organisations as part of efforts to enhance civil–military cooperation, improve humanitarian access and support regional recovery.

Leading the UN DSS delegation, the Team Leader and Deputy Director, Department of Field Operations, Mrs Florence Paussin, said the visit was aimed at deepening collaboration with OPHK to enable the safe delivery of humanitarian assistance to vulnerable and hard-to-reach communities. She commended OPHK for its professionalism and commitment to protecting civilians and aid workers, noting that the engagement would also help UN DSS better understand the prevailing security environment.

Paussin added that strengthened cooperation, particularly in providing security escorts, would allow UN personnel to reach communities in need more effectively, while reaffirming UN DSS’ support for OPHK’s mandate.

In his response, the Theatre Commander Joint Task Force (North East), Operation HADIN KAI, Major General Abdulsalam Abubakar, welcomed the delegation and acknowledged the critical role UN DSS plays in facilitating humanitarian operations. He said OPHK conducts both kinetic and non-kinetic operations, with humanitarian support remaining a core priority.

Abubakar stated that although the security situation in the theatre has largely been contained, continuous vigilance remains essential, assuring UN DSS of sustained security support for its activities across the region.

In a similar engagement, the Team Leader and Head of Operations of the ICRC, Mr Yanich Buvhili, led a delegation to OPHK, calling for deeper collaboration to ensure the safe delivery of humanitarian and medical services to internally displaced persons and other vulnerable communities in Borno State.

Buvhili praised OPHK for facilitating ICRC operations, including family reunification, healthcare delivery, immunisation and nutrition programmes, and sought expanded cooperation to enhance operational effectiveness amid ongoing challenges.

Major General Abubakar described the ICRC as a dependable partner and commended its contributions to restoring normalcy and supporting livelihoods through humanitarian assistance. He reaffirmed OPHK’s commitment to supporting ICRC activities, noting that improved security conditions, driven by ongoing operations, have increased humanitarian access across the state.

The visits also featured the signing of visitors’ registers, exchange of souvenirs and group photographs. Present at the engagements were the Deputy Theatre Commander OPHK, Air Vice Marshal Olusola Akinboyewa, alongside senior staff officers and personnel of Operation HADIN KAI.
